1. A HAM radio
2. An ELF antenna
3. An EMF Analyzer

Point the EMF analyzer at a person and get the number that comes out. Hook the HAM radio up to the ELF antenna. Plug the number into the HAM radio and change it to:
15mhz to listen to their thoughts
10mhz to see through their visual cortex

This may or may not be a way used to make a targeted individual. I have yet to try it, when I do I will post it. If someone else does try it. Please post your results, to let others know your outcome.
